Civil Defence gears up for ‘Guinness fireworks’ event

DUBAI: As Dubai prepares to set the
world’s largest fireworks display
ever, the Civil Defence participates
in undertaking preventive-safety
measures, an official told the Gulf
Today on Monday.
Preparations are underway at the
launching sites in Palm Jumeirah
and World Islands for the display
scheduled to take place on the New
Year’s Eve. It will last six minutes
in attempt to outshine Kuwait’s
2012 Guinness record that involved
77,282 fireworks.
Dubai’s display will extend
99.4kilometres along the seafront
and will involve 450,000 fireworks.
The record will be followed with a
15 minute display covering a
kilometre along the Jumeirah beach,
near Burj Arab, Jumeirah City and
Jumeirah beach hotel
The Dubai Civil Defence General
Directorate’s Events Committee
Chairman Lieutenant Colonel
Hussein Mohamed Al Rahoomi
revealed that all civil defence
centres will be on a high alert
throughout the New Year
celebrations. “This includes keeping
an eye on preparation activities
regarding the fireworks launchings
and during the displays until the
return of the visitors to their
homes.”
He Civil Defence is working within a
security committee comprising
Dubai government departments and
various concerned authorities in
order to ensure safety during all
stages of preparation and
implementation of the fireworks
display activities.
“Our team is at work at the three
main sites where the New Year
fireworks display will take place; the
Palm Jumeirah and the World
Islands, Burj Khalifa area and
Jumeirah Beach near the Burj Al
Arab Hotel.
Since six months, the general-
directorate of Civil Defence formed a
working team comprising three sub-
teams with more than 200 officers
and security personnel to ensure
safety at the three sites.
The directorate started to prepare
for the big event by including study
and risk analysis, and the
development of various scenarios to
ensure the safety of the public and
locations.
“A number of evacuation exercises
have been conducted in the interest
of these sites, in addition to a safety
plan, adopted and adhered to by the
companies that will carry out the
display. Also, joint teams undertook
the secure storage of fireworks since
their arrival a month ago,” he
concluded.

The National Disaster Response
Force (NDRF), which has 10
battalions comprising about 15,000
personnel, is going to acquire two
more battalions, NDRF and Civil
Defence Director General Krishna
Chaudhary said here on Sunday.
One battalion would be located in
Haridwar, Uttarakhand and the other
one either at Silchar in Assam or any
other place in the north-east, based
on the vulnerability profile of the
region.
The battalions would get personnel
on deputation from the Sashastra
Seema Bal (SSB), a force guarding
the border with Nepal and Bhutan.
The NDRF now consists of 10
battalions, with three each deputed
by personnel from the Central
Reserve Police Force and the Border
Security Force, and two battalions
each from the Central Industrial
Security Force and the Indo Tibetan
Border Force.
Initially, the NDRF had four
battalions — located here, and in
Kolkata, Pune and Ghaziabad —
trained and equipped to tackle
chemical, biological, radiological
and nuclear (CBRN)
disasters. “Subsequently, we felt the
need for developing CBRN capability
in several other battalions. We have
provided some component to the
other battalions so that there would
be basic CBRN capability in each
battalion,” Mr. Chaudhary informed.
In addition to the rescue work
undertaken by the NDRF in times of
natural disasters, it has responded
to hundreds of emergency situations
and rescued over three lakh persons
since its inception in 2005

21 Dec 2013 Mock drill at Pune railway division

PUNE: A mock exercise was
conducted by Pune railway division
of Central railway, in co-ordination
with the National Disaster
Response Force (NDRF) at Ghorpadi
railway yard recently.
During the mock drill, one rail
compartment was made to derail
which was carrying passengers. A
siren was sounded to indicate that
there was an accident. Accident
relief train and medical relief train
rushed to the accident site with
railway officers and staff. After
reaching there a control room,
medical relief tents for first aid
were established. The control room
collected the information of the
injured and minor injured.
Divisional railway manager Suneet
Sharma who was present at the
drill said, "During any accident our
first priority is to save the life of
passengers. The golden hour must
be utilized to save maximum lives.
It is a team work to save
passengers and to clear the track
simultaneously".
Sharma also asked the staff
members to be alert. An accident
can be avoided by a vigilant and
alert railway men, he said.
In this drill around 100 railway
officers, employees, civil defense,
scout and guide and 60 NDRF
personalize worked together.
Officials said that railway
administration was doing such
exercise at regular intervals, to
keep officers and staff trained to
face any type of situation to rescue
the passenger and make the track
safe for regular service.

Civil defence trainees against removal of dept from Dinhata 20 Dec 2013

The civil defence personnel trained at the Civil Defence office in Dinhata today agitated against the attempts made in moving the office from the area. The officials led by the leaders of ‘Dinhata Nagarik Mancha’ gathered outside the Dinhata BDO office and sat on a dharna today. The protest continued from 10 am to 5 pm during which Dinhata Nagarik Mancha President Jaigopal Bhowmik, Poet Shyamal Chowdhury, Singers Apurba Adhikary, Hirok Sarkar and others addressed their opinions. A team of representatives trained in civil defence from the office, including Umashankar Sarkar, Amit Guha Majumdar, Krishna Saha, Suman Ghosh and others personally met the BDO and handed him a deputation in this regard. The volunteers, all employees of the Southern Railway, performed several mock drills and presented demonstrations which were reviewed by the General Manager of Southern Railway, Rakesh Misra and the Deputy General manager and Controller of Civil Defence, N Balaji. The volunteers demonstrated several techniques of war time first aid and rescue such as the Ladder Hinge Method, Two Parallel Rope method, Chair Knot technique, Sliding Stretcher technique which are used for making shift arrangements using ropes for escape from high rise buildings and other damaged areas. The volunteers also demonstrated several basic aid techniques and mimicked war time operations for treating fractures and other injuries and concussions in active war zones. The main focus of the day’s demonstration was the readiness of the organisation during war time, air strikes and other calamities. The Inspector of Civil Defence, Southern Railway, R Ranganathan said, “The volunteers belong to all age groups and are all working employees of the Southern Railways. The strong volunteers who performed had taken time out of their work and underwent training for 5 days for this presentation. Bangalore, December 16, 2013, Rescue men showcase their skills Kanteerava Indoor stadium in Bangalore, which otherwise plays host to track and field events, witnessed a “bomb blast” and two “fire incidents” on Monday which resulted in at least a dozen people being “injured.” This was how National Disaster Reduction Day was observed in the City where teams of the civil defence and quick response units, Home Guards, Red Cross volunteers, fire department and police personnel, waiting in readiness nearby, exhibited their preparedness in handling emergency situations. Schoolchildren and volunteers from various organisations watched the events unfold in front of their eyes while sitting in the stands. In one corner of the stadium where was a sudden “bomb blast,” in another corner, a temporary hut located near the track caught fire and started to blaze within seconds. Teams of firefighters sped towards the area of the fire, dousing the flames before it could spread to other stands in the stadium. On the other side, home guards, quick reaction teams, medicos all reached near the “bomb blast” site and within minutes, half-a-dozen ambulances, their sirens blaring, reached the accident site to take the “victims” to hospitals, many of whom had by then received first-aid. Awareness campaign The intention of the exercise was to create awareness among the general public about disaster preparedness, response time, and community participation, a source said. Home Minister K J George, who was witness to the demonstration, said that the government is serious in improving the civil defence in the State. Governor H R Bhardwaj, who was also in attendance, said that the civil defence is as important a branch as the armed forces. “A nation is defended by the armed forces on its frontiers, but civil defence has a great role in the safety and security of the state from within,” he said. “It is therefore important for the civil defence department to be equipped with ultra-modern equipment and for it to undergo an overall modernisation.” He added that he had asked the Red Cross to work in tandem with the Civil Defence Department. December 15, 2013, Making way for emergency vehicles Traffic junctions to have GPS-based technology to turn signal lights green Do not be surprised if the next time the Seshadripuram signal or the M S Ramaiah College junction signal suddenly turn red or green. This is because these signals will be making way for fire and emergency vehicles passing by. Tired of ambulances and firefighting vehicles trying to make way at the City’s busy traffic junctions and roads, the Fire and Emergency Services and the Health Department are finally beginning to test a system that will change lights to green to make way for these vehicles at all junctions. Fire engines and fire tenders have been fitted with Opticom, an Emergency Vehicle Traffic Preemption System Technology. They have been fitted after the success seen in three ‘108’ ambulances. According to Om Prakash, DG and DGP, Fire and Emergency Department, the traffic police installed this technology a month ago on a pilot basis. It has been successful and a report is being prepared, which will be submitted to the government for implementation. The ACP, Planning (Traffic), Kanakakumar, said that lack of special lanes and free access for emergency vehicles led to Opticom's introduction. “The pilot project was introduced a month ago in three ‘108’ ambulances and has proved to be successful. Now, reports from the Fire and Emergency department are awaited. We will submit a report to the home minister, following which tenders will be called for and the system installed in all emergency vehicles,” he said. However, traffic police are yet to work out a way on how Opticom will work when signals are not working. They are yet to find a way to link them to the traffic management centre. Opticom is a GPS-based technology. Vigilante Technologies India Private Limited, a Bangalore-based firm which is promoting it on behalf of Global Traffic Technology, USA, has installed it. G L Ganesh, Vigilante director, said: “It is being introduced very late in Bangalore or India for that matter. This technology is already available in 208 cities and across 11 lakh traffic signals.” Explaining the system, he said the vehicle will send signals to traffic signal when it is in a radius of one kilometre by pressing a button. The red signal will immediately turn green, giving free way to the vehicle. Presently, it is only working in two junctions. GVK- EMRI State head Jagadish Patil said Opticom was fitted for only 12 days and Vigilante took them back after successful trial runs. “We accept the project because ambulances do get stuck in traffic snarls. Udhampur, December 15, 2013 Civil Defence functionaries to work with missionary zeal: DIG

A meeting of the newly constituted Civil Defence (CD) was held at Katra under the chairmanship of Jammu civil defence, home guards and SDRF deputy inspector general of police (DIG) AK Atri. While speaking on the occasion, DIG Atri congratulated the people of the area, particularly the
office bearers of the Civil Defence for having the new setup. He detailed the role of the CD in the event of any disaster and stressed upon its functionaries to work with missionary zeal during the disasters as well as peace as its sole aim was "nish kaam seva". The DIG further said that measures were being taken to complete the setup at the earliest. He assured the Reasi civil defence unit (CDU) that the demands put forth by the office bearers would be projected before the authorities concerned for their early fulfilment. He further said that special attention would be paid towards Reasi district owing to its religious and historical importance. Earlier, Udhampur-Reasi CD deputy controller Bodh Raj said, "Keeping in view the importance of holy town Katra, civil defence awareness is necessary among the people of all sections of the society so that in case of any natural or man-made calamity, service could be provided to the affected people. Civil defence volunteers honoured

ALLAHABAD: Civil defence workers
are working tirelessly in the
service of people, asserted district
magistrate Raj Shekhar while
honouring wardens and volunteers
affiliated with the organization at a
progranmme organized at Park
Road on Friday.
The DM said that Civil Defence has
presented an example of selfless
service during pressing times like
natural calamites and riots. He said
home guards are playing a vital
role in maintaining law and order
in the city.
During the programme, the DM
gave certificates to many wardens
and volunteers of Civil Defence
Core. The best male warden award
was conferred on Mahendra Saxena
while the award for best female
warden was won by Rajni Singh.
Both the winners were given a
shawl, certificate and trophy for
their exceptional performance.

Nov 28, 2013 New Delhi 32,429 officials cast votes through postal ballot

New Delhi, Nov 28 (IANS) A total of 32,429 government officials, who will be on election duty Dec 4, have cast their votes through postal ballots till Thursday evening, an election commission official said. Of the government officials, more than 25,220 civil defence personnel and 6,070 policemen had cast their votes since Nov 24 when the postal ballot process began. "This year, we have a record voting by government officials through postal ballot in comparison to 1,600 people in the 2008 assembly elections. The postal ballot process will continue till Dec 1," said Ankur Garg, chief nodal officer at the Delhi election office. "We have maintained a database of those who are on election duty and they were provided Form 12 to express their interest in voting for the elections," he added. The entire process has been videographed and all political parties have been kept in the loop, said the officer. DGCD's commendation certificate to Aguiar, Patekar

PANAJI: The director general of civil defence, ministry of home affairs, government of India, New Delhi has sanctioned DGCD's commendation certificate and disc to John Aguiar, honorary company commander of Panaji division and Suresh Patekar, honorary platoon commander of Panaji division in recognition of their outstanding work, on the occasion of Home Guards and Civil Defence Raising day 2013 recently. Aguiar and Patekar are in the organisation for several years and are recipients of President's home guard medal for meritorous services. They have also attended training courses. Entries are also made in the service record of the awardees. Aguiar is public relations officer of Goa police department. He is assistant information office (publicity) in the department of information & publicity, government of Goa and is on deputation to the police department. Besides raising and training of home guards and civil defence volunteers from time to time, he gives lectures on emergency methods of rescue and disaster preparedness to the NCC cadets and schools students. Aguiar has also attended a course at National Civil Defence College , Nagpur in Disaster Management in December 2012. He is the recipient of chief minister's home guard gold medal for meritorious services in 2007. Sunday Dec 8, 2013 New Zealand :: Civil Defence honours stalwarts with medals

For Napier woman Lois Watson a quarter of a century of service with the city's Civil Defence unit started with a simple observation from one of the city councillors at the time. "I had just pulled out of many years with Cubs and Scouts and Kerry Single, who was a councillor back then, approached me and said 'You can tie knots - you should join Civil Defence'." At that time the unit had an emergency rescue unit (since eclipsed by the establishment of specialist search and rescue teams) and being able to tie sound and solid knots was a crucial part of the rope work which took place. "So I joined the rescue team." Her 25 years of service was recognised last Monday night with the presentation of a long service award medal from the director of Civil Defence John Hamilton and Napier Mayor Bill Dalton. Also recognised were Burnie Cave, for 10 years of service, and Stephen McLean and Kerry Rusbridge who have both put in five years. Volunteering for community work has always been part of Mrs Watson's life. "I was on seven committees when the kids were little," she said. Like her Civil Defence colleagues, it was all about the community - ensuring it was in the best possible shape to react when an emergency situation unfolded. With the demise of the rescue unit she went into communications work and is now radio communications manager. She has been called upon during several incidents through the years, including the Chaucer Rd South seige when gunman Jan Molenaar brought a large part of the city to a standstill, and a major slip on Bluff Hill which endangered several houses and their occupants. BHUBANESWAR: The state government has decided to enroll community volunteers in several disaster-prone districts into civil defence, a voluntary service wing under the state home department. The volunteers will be trained to protect people during natural and manmade disasters. The key responsibilities of the civil defence volunteers include dissemination of warning, evacuation of people, management of shelters, rescue and restoration operations during calamities. The civil defence setup, which had been lying in a moribund state, got a fresh lease of life after the state government recently integrated the wing under the fire services. Though the wing was earlier functioning in Bhubaneswar, Talcher, Rourkela, Koraput and Paradip, its planning, training and implementation fell by the wayside owing to shortage of manpower. At present, a couple of hundred volunteers are working with civil defence against the target of 21,540. "Initially, we will train at least 255 youths in Balasore, Bhadrak, Kendrapada, Dhenkanal and Jagatsinghpur," director of fire services M Nageswar Rao said on the sidelines of the raising day of civil defence here on Friday. "Assistant fire officers in those five towns have been designated as ex-officio deputy controller of civil defence. Enrolment camps will be held in different places and training sessions conducted for the volunteers," Rao said. Sources said the ministry of home affairs had given Rs 70 lakh to the state government to construct buildings for civil defence offices in the five towns. Besides, the Centre has provided Rs 11 lakh to each town to buy vehicles and equipment for the civil defence, sources said. IG (civil defence) Pranabindu Acharya said training programmes would be organised at regular intervals for the civil defence volunteers. Besides, the volunteers would be acquainted with their jobs during emergency and the general public would be sensitized about the cause of the organization. Civil defence training would also be imparted to the members of NCC, scouts and guides, Red Cross, NSS, school and college students, who are treated as auxiliary manpower for the civil defence. Civil Defence Day and conclusion of training for 195{+t}{+h}batch of civil defence basic training was held on Friday. Deputy Civil Defence Controller S. Satyanarayana, who presided over the valedictory meeting, wanted the volunteers to be ready to help rescue citizens when calamities occur and provide them first aid. Training was being imparted by organisations in Hyderabad and Bangalore. In the city, Jana Sikshana Samsthan was providing the training, Mr. Satyanarayana said adding those who got the training should be ready to take up work as volunteers when required. Volunteers who received training in the 195{+t}{+h}batch in warden service, first aid, rescue, fire-fighting demonstrated their skills by rescue operation, evacuation from high-rise buildings, rescuing people from under debris, rendering first aid and using police wireless communication sets. Karnataka State Pollution Control Board to keep a tab on chemical units

Bangalore: The Karnataka State Pollution Control Board (KSPCB) had ordered all the District Co­mmissioners to survey the industries in their respective districts and examine what chemicals they are using and send a report to the Board, said Dr. Vaman Acharya, KSPCB Chairman. He was speaking at an event organised by KSPCB on the occasion of Chemical Disaster Prevention Day here on Wednesday. Dr Acharya said, “We are not granting any permit for hazardous industries in densely populated areas. Though there aren’t any chemical industries aro­und Bangalore city, however there was one in Yelahanka and we have already sent them a notice. We are not granting any permission to such industries (specifically pharma and chemical industries) in city or even outside the city.” The Board has formed State level Committee to generate awareness on the effect, preparedness and prevention regarding chemical related disasters. Referring to 1984 Bhopal tragedy, the country’s worst industrial disaster, he said “It is seen that the National Environment Relief Fund meant for the Bhopal Gas tragedy victims have not yet reached the affected people. In order to tackle such incidents, the State needs to have a public liability office. We at the KSPCB are trying to do safety audits in factories.” Meanwhile, the State Fire and Emergency Service on their part is doing their bit to raise awareness by organising mock fire drills, but the general public needs to be made aware of such disaster prevention measures. KL Sudhir, IGP and ADG (Fire and Emergency Services), Karnataka State Fire and Emergency Services said, “The city’s population is growing everyday. In order to meet any such disasters, like the Bhopal tragedy we need to have a robust networking of all departments (the police, fire, medical, engineers) and also the general public. The Universities and their Chemistry Department should be involved in such matters.” The State should also have an emergency telephone directory with all the essential contact numbers that can be used in case of any disaster, he further added. The Bhopal gas tragedy has been an example right in front of us. The tragedy had left over 20,000 people dead and several homeless. Jammu, December 06, (Scoop News)-Additional Director General of Police (Coordination), P. L. Gupta while highlighting the role of Home Guard and Civil Defence volunteers in all situations has emphasised the need for adequate preparedness to deal with various disasters and other exigencies in the State. Gupta was speaking at a function organised by Home Guards and Civil Defence Organization on 51st Raising Day here today. He recalled certain natural disasters of recent past and explained how preparation could make a huge difference in terms of casualties of precious human lives. Stating that J&K state falls in seismic zone 4&5, and having its 13 district Headquarters declared as multi hazardous by Government of India, therefore the need of harmonising between capacity building and frequency of disasters was immensely desired. Gupta, commended the Home Guard/Civil Defence volunteers for their outstanding work during earthquakes in Valley and Doda region. He also referred to recognition of their contribution on the occasions like Shri Amar NathJi Yatra, Hajj pilgrimage, fairs, festivals and emergencies like flash floods and accidents. ADGP also recalled the significance of role of Home Guard volunteers raised after Chinese aggression of 1962 in hot war situations and their contribution in creating awareness amongst people about responses to serious situations. Further, he referred to emerging trends of climatic change, melting of glaciers, flash floods etc. which posed serious challenges before society. On this occasion, an impressive parade was held by the contingents of SDRF, Home guards and Civil Defence volunteers, followed by mock drill. The function was witnessed by a large number of people from all walks of life. Earlier, in his welcome address, the Inspector General of Police, (Armed/IRP) Jammu, P. R. Manhas, read out the Raising Day Messages of President of India, Union Home Minister, Governor, Chief Minister, Home Secretary and the DGP on the occasion. He gave a detailed resume of the activities of the Organisation conducted at district headquarters, towns, tehsils and block level during the year. He said that a large number of people participated in these programmes, training camps and were made aware about the precautionary measures to be taken during disasters. Manhas also disclosed that presently more than 7,000 CD volunteers are active in the field across the State. In the times of peace the volunteers have been helping the civil administration in enforcing their developmental and other programmes. He said during the year 2013, the Organization conduced 189 awareness camps in various parts of the State and demonstration programmes on disaster preparedness. Besides, the Organization organised special training camps for CD workers and trained 6965 volunteers. 425 personnel from State Disaster Response Force (SDRF) were also underwent various rescue and disaster management training. Among others, the function was attended by MLC, Jehangir Mir, DG. In an upgradation mode, they will be coming out with facilities like their own control room number, at the same time hoping to strengthen their units for assisting in calamities and natural disasters. Anyone who wishes to lend a hand may do so with the Civil Defence, according to Om Prakash, IPS, the Director of Civil Defence . He adds, “Citizens have an important role to play in the defence of their homes, their neighbourhood, the city, country and themselves.” Presently, Civil Defence is very active in Bangalore with a strength of over 10,000 wardens spread across the city, covering all the 104 Police Stations. “We are also present at Kaiga Nuclear Plant in Mallapur of Uttar Kannada District and at Raichur Thermal Plant in Raichur District,” says Om Prakash. “The objectives of Civil Defence are threefold — to save lives and minimise damage to property, to maintain continuity of production and to keep up the morale of the public during emergencies. The most harmful elements that affect morale are panic, rumours, rowdy behaviour and enemy propaganda as well as psychological warfare. Disaster Management Act 2005 mandates Civil Defence to prevent and mitigate sufferings during disasters, either natural or man made, and to assist police and other law enforcement agencies in maintaining peace. The services of well educated citizens with a passion to serve the country are required in Civil Defence. “Companies, organisations and residential welfare associations can motivate their employees to enroll as Civil Defence Volunteers as part of their CSR or ERT initiatives,” says Om Prakash. The Warden The warden is the friend, philosopher and guide of the people in his sector. He is the eyes and ears of the Civil Defence authorities in an area. He advises people on various aspects of Civil Defence and protection and has to gain cooperation through his personality rather than by a show of power. In Action Civil Defence Wardens were the first to rush relief and rescue operations during floods in north Karnataka and carried out sustained operations in the remotest villages of this region. “They took part in evacuation of fire victims in the Carlton Tower fire tragedy. They also rush to assist fire and emergency services during most of fire emergencies in Bangalore on a 24x7 basis while they are also on the spot during other disasters like building collapse, tree fall, urban flooding, major accidents, drowning and gas cylinder leaks. Helping the police on night beats and patrolling, they further assist them in crowd control during festivals and mass gatherings. Wardens are been trained on a war footing for various skills at the Civil Defence head quarters,” explained Om Prakash. Civil Defence and background During Disasters, Civil Defence is the defence of civilians by civilians, not by regular armed forces. According to the Civil Defence Act, 1968, Civil Defence includes any measures not amounting to actual combat for affording protection to any person, property, place or thing in India or any part of the territory thereof against any hostile attack and to assist law enforcement agencies to maintain peace. Civil Defence in India, was established with a name CERO in 1936 but took an organised form after the Chinese aggression in November 1962 and the Indo-Pak conflict of September 1965. However, during the war with Pakistan in 1965 and December 1971, the contribution and importance of Civil Defence was noticed. For the first time in the history of Indian elections, Civil Defence personnel were deployed as ‘Special Police Officers’ during Karnataka General Elections-2013. “This is the only organisation to deploy women in the operation, and was much appreciated for it,” says Om Prakash, adding, “Civil Defence played a lead role along with district administration, National Disaster Management Authority and other agencies during bomb blast mock drill held at Forum Mall and Yeswanthpur Railway Station along with nine other stake holders. Civil Defence ensured mass evacuation, first aid, triage, transportation, ambulance management, crowd control and traffic management. Civil Defence, Bangalore has made rapid strides in all spheres and achieved greater success by reaching out to wardens on the grass-root levels and motivating them to serve. “Few highlights of our activities are mock drills, parade and community capacity building, participating at parades during Independence Day and Republic Day," says Om Prakash. Community Capacity Building Civil defence organises training and awareness programs in several colleges and residence welfare associations, Lions Clubs, Rotary clubs and other social organisations to create awareness among first responders. "By actively involving in community capacity building, we could attract large applicants to join Civil Defence in Bangalore," adds Om Prakash. Quick Response Team (QRT) Bangalore Civil defence is known for its Quick Response Team, a team of civil defence wardens who have undergone specialised training. Awards and recognitions They have consistently won Independence Day and Republic Day parade marching contingent awards from the Governor and Chief Minister. “For the first time in the history of Karnataka Civil Defence, 10 Civil defence Wardens were awarded the Chief Minister’s medal for meritorious service. On August 15, Officer Commanding and Chief Warden Dr PRS Chetan was awarded the President of India’s Medal for meritorious service in Civil Defence and he was also the first person from Karnataka to be awarded the Commendation Disk from Ministry of Home Affairs,” reveals Om Prakash. Road ahead Over 3,600 people have been enrolled in the last six months, which is an all time record, achieved through meticulous planning and awareness among the general public. “We are time and again trying to upgrade the services and planning. Right now our emergency number is operated through the Fire Station. Soon, we plan to have a control number for Civil Defence. Bangalore techies: saving files at work, lives outside

Bangalore: Tackling raging fires. Rescuing those
trapped in building collapses. Attending to
victims of natural disasters. These noble duties
just got added to the to-do list of thousands of
Bangalore techies recently.
Nearly 8000 professionals in India's IT hub have
volunteered to be a part of the National Disaster
Management Authority or NDMA's Civil Defence
Wing, which is witnessing a gradual rise in
enrollment. An initiative of the Union Home
Ministry, the Wing aims to recruit at least one
percent of a city's population as part of the
volunteer force.
Although Bangalore is far from that figure, there
are a few encouraging trends. Almost 40 per
cent of the Civil Defence wing is constituted by
women. Also, the corporates in the city have
relaxed their working hours to let their
employees participate in the rescue and relief
missions or attend to training.
"We re-schedule our working hours, sometimes
extending to the weekends. If need be, we start
early morning but we do not compromise on our
work. In our organization, we have 17 people as
part of Civil Defence. We are called commandos
or wardens," 28-year-old Kiran says.
The Civil Defence members go through a three-
level training after a background check. Once
recruited, they are only an SMS away when
required, appearing at the disaster sites in their
fluorescent jackets.
During the Malleshwaram blast in April this
year, it was this team which first rushed to the
spot and helped with rescue.
"The techies are helping physically, but their
knowledge also comes in handy to help set up a
modern force. We need support from IT
employees to build a control room which can
bring in images from the disaster site," says Dr
Chetan, Chief Commander of Civil Defence in
Karnataka.
Apart from accidents and disasters, the team
also helps out during elections or major
festivals to manage the crowds on the streets.

Karnataka IGP seeks voluntary retirement

Bengaluru: In a sudden and shocking move the former Intelligen­ce chief and the incumbent Inspector General of Police, Civil Defence and Home Guards, Gopal B. Hosur has sought for voluntary retirement from the government service four months before his superannuation in February 2014. According to top government sources, Hosur on Septem­ber 17 wrote to the government to relieve him from service with immediate effect, while reportedly quoting personal reasons. Director General of Police and Commandant, Home Guards, Omprakash, who received the letter from his IGP, forwarded the same to the Chief Secretary the same day. “I neither deny nor confirm the news,” said Hosur, who was on official visit to Dodaballapur to see some land for his department. Hosur, who was hand picked by former BJP CM B.S. Yeddyurappa to be his Intelli­ge­n­ce chief in an ADGP rank post in September 2010 was reportedly sidelined after the incumbent Congress-led CM Siddaramaiah came to power in May. He was transferred and posted as IGP, Homeguards. A 1980 batch Karnataka State Police Service officer, Hosur, who was later conferred the IPS, has served in very sensitive posts including the special task force, which was set up to nab notorious forest brigand Veerappan. When people left Ganesh in the lurch

The low-hanging tree branches were
covered with flower garlands of
varied hues and sizes. Puja
materials, including the sacred
thread, colourful paper umbrellas
and paper garlands were left on the
ground. Also, hundreds of Ganesh
and Gowri idols were abandoned on
the pavement amidst uncleared
garbage on both sides of the gate
leading to the immersion pond in
Sankey Tank.
A day after the city celebrated
Ganesh and Gowri festivals with
pomp, devotees who splurged on
the fete did not seem have the
patience to immerse the idols in the
kalyani (immersion tank), and hence
left them on the pavement.
“They worship idols only to
abandon them so? This shows that
they lack civic sense and hold pujas
only for namesake,” said a resident,
upset after seeing the dump outside
his home.
Joggers and pourakarmikas were
also in for a surprise on Tuesday
morning when they found the
abandoned idols. Along with
clearing garbage, the pourakarmikas
had to remove the idols.
While there were no abandoned idols
in Ulsoor Lake, huge mounds of
garbage lay outside on both sides of
the gate. The volunteers at the lake
claimed that idols were immersed till
4 a.m. on Tuesday. They said at
least 40,000 idols were immersed in
the lake on Monday.
“After it started raining, people left
the idols near the immersion tank.
The volunteers had to immerse all
these idols,” said Nanjappa, Bruhat
Bangalore Mahanagara Palike’s
(BBMP) Assistant Executive Engineer
(Shivajinagar).
Meanwhile, the number of eco-
friendly idols seems to have seen a
slight increase. The BBMP and
personnel from the Karnataka Civil
Defence Corps are collecting data on
the idols at each of the 10 lakes
where immersion is permitted in the
city.
According to P.R.S. Chetan, Chief
Warden of Civil Defence, the 200-
odd Civil Defence personnel have
been instructed to ensure that no
puja material was dumped inside the
tanks, besides collect data on the
kind of idols (clay, plaster of Paris
or coloured) and the size.
Waste management expert N.S.
Ramakanth said the data would be
collected for the next 10 days and
collated later. He, however,
maintained that the number of idols
being immersed in tanks had
increased compared to last year.
“On the first day, the number of
idols immersed was at least 25 per
cent more than that of last year.
More idols are expected on
Wednesday, as the numbers swell
on the third day after the festival,”
he added.

CD awareness camp organises at Kargil.. July 28 2013

KARGIL, July 28: Civil Defence Organization today organized an awareness programme at Govt Degree Collage Kargil under the supervision of DYSP(DAR) DeputyController Civil Defence Stanzen Losal on Saturday. Chief Warden Civil Defence Dr. Anayat Mir coordinated this programme. More than 200 students from B.Ed course and other faculty participated in this programme. Associate professors, lecturers, president students union, CDwardens, volunteers, were also present. The chief guest associate professor History Ishfaq gave welcome speech and encouraged this initiative of CD Kargil. On this occasion Dr. Anayat Mir Chief Warden Civil Defence Distt. Hospital Kargil gave a presentation on importance of enrolling youths as Civil Defence volunteers in multi hazards Kargil District and later a presentation on growing menace of tobacco abuse(Man Made Disaster) in youth and COTPA 2003(Cigarettes and other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and Distribution) Act. On this occasion he said Kargil is a multihazards district keeping in view its Geography ,climate and soil condition . Kargil is nestled in Himalayas and lies in seismic zone iv , population of 143,388 lacs , area of 14,086 Sq. Km. District is of high rocky mountains, desert arid, snow bound and devoid of natural vegetation. Altitude which ranges from 8000 to 23000 ft.The mountains are of sedimentary rocks and are in process of disintegration due to weathering. The terrain being hilly, available land for agriculture is meager. Ladakh lies on the rain shadow side of the Himalayan. Ladakh is often called “ COLD DESERT”. Rainfall in the area is negligible. In winter mercury drops to minus 48 degree Celsius at Drass (Kargil), which is the second coldest inhabited place in the world after Siberia .Irrigation is mainly through channels from the glacier-melted snow. Aga Rizvi Dy Mass media officer and CD Volunteer spoke on hazards effects of tobacco abuse through social and religious perspective. He encouraged youths to join Civil Defence as volunteers as a part of their service towards society and the nation. At the end an interactive session was held where students and teachers asked many questions which were answered by the experts.The programme was anchored by CD volunteer Miss Hakeema and the programme concluded with the vote of thanks from the chief Librarian of the collage Amanulla. Kiran Bedi proposes to hold civil defense camp for Amity female students...

Noida (Uttar Pradesh), July 25 (ANI): Keeping in view the rising crimes against women across the country and making an effort to empower them in combating such situations, Amity University in association with Tech Mahindra-CanvasM and Child Association India- an NGO organized an event "Suraksha" for training self defense techniques to female students, faculty members and staff at Amity University, Noida. Sharing her views, chief guest and former IPS officer-turned social activist Kiran Bedi suggested to make safety awareness drives for women a huge movement across the country, involving all the corporates, universities, educational institutes and NGOs. Citing important facts from the survey recently done, Bedi said that India has emerged as the most unsafe country for women in the world. In India, every three minutes, there is a crime against women and every 29 minutes a woman is raped and every 77 minutes an incidence related to dowry takes place. She called upon the females to learn civil self defense and download on their cells latest software applications which have been developed by various companies, that can send messages and phone calls to the family and relatives of the girl in distress. Bedi apprised the female students of the strong parts of their body which they can use, including knuckles, fingers, knees and elbows on the attacker's soft and vulnerable body parts such as eyes, nose, jaws and groin in any untoward situation. She called upon the society to raise responsible boys and brave girls to stop crime against women and suggested that like foreign countries, Indian Police should welcome the interested boys and girls to do internship with Police, understand their working, accompany them in PCR vans and patrolling so that youth of the country become responsible and geared enough to protect the women in the society. Talking about the stigma associated with a woman reporting an abuse to the Police and suggesting a solution to the same, Bedi said that every women should report the wrong doing against her, even if she does not want to go to the police station, the complaint could be mailed to the DGP of the state or Commissioner of Police anonymously to bring guilty behind the bars and setting an example for others. If no action is taken against the report then, she could file an RTI or write to Dr. Kiran Bedi on her website www.saferindia.com. During her speech, Dr. Kiran Bedi, with the consent of Acting Vice Chancellor of University, Dr. B. Shukla, proposed to hold a "Civil Defense Camp" for all female students of Amity in the open grounds on August 1, 2013 wherein, she herself would be present to guide all the female students of Amity about self defense techniques and help in making Amity a "Zero tolerance zone" for crimes against women. NDRF & CD fully prepared to fight floods

GUWAHATI, July 23 – Krishna
Chaudhary, IPS, Director General,
National Disaster Response Force
(NDRF), who is on a visit to the State
for flood assessment after assuming
the charge of DG NDRF and Civil
Defence, visited NDRF unit in
Guwahati on Tuesday and took stock
of the flood situation from Alok Kumar
Singh, Commandant of 1 BN NDRF.
The 1st BN NDRF has prepositioned
five search & rescue teams in different
districts of Assam to ensure prompt
response in an effective manner.
Apart from the pre-positioned teams
of NDRF, two teams located in
Changsari , Kamrup are ready to
intervene in the event of flood
situation in Kamrup Rural.
“The pre-positioned teams are
regularly visiting the vulnerable areas
in their respective districts of
deployment and carrying out mass
awareness programmes on flood
rescue techniques, development of
village-level warning systems, use of
improvised floating aids from unused
materials , marking of safe areas in
districts, prevention and
precautionary methods for snake &
insect bite etc,” said Chaudhary.
On the issue of current flood
situation, the DG NDRF said, “As per
the reports of forecasting agencies,
Assam has received lesser rainfall in
this monsoon season so far but as
river Brahmaputra and its tributaries
are flowing above danger level in
upper and lower Assam, the
possibility of flood cannot be ruled
out in the ongoing monsoon season.
NDRF is fully prepared with its
prepositioned and standby teams in
Guwahati.”
While elaborating on the need to
develop effective and accountable
disaster response structure at the
state level, Chaudhary said, “Every
State must develop disaster response
structure down from the village level.
It is the community who is always the
first responder. If they are trained and
grouped, the community people will
be ready to face the disasters, he
mentioned.
Chaudhary also witnessed the
demonstration of NDRF rescuers on
‘Mountain Rescue, operation in
Earthquake which was organized at
1st NDRF location at Patgaon. While
addressing the officers and rescuers,
Chaudhary stated that the intensive
training, conduct of regular mock drill
and simulation exercises on various
disasters develop confidence to solve
complex disaster situations.

Nearly 80 railway employees all over from Southern Railway are participating in the weeklong training programme. Civil Defence is voluntary organization by civilians, government, local bodies, voluntary Agencies etc. to minimise the effects of enemy action on men and material during war. However, this jurisdiction is further extended to render assistance during natural calamities and man made disasters. Many time railways have to face natural calamities and manmade disasters especially during flood and terrorism activities. Legislators' Home defenceless against fires ENS - BANGALORE 21st July 2013 In the event of a fire, extinguishers are the first line of defence. At the Legislators’ Home (LH), where members of the Legislative Assembly and the Legislative Council reside, fire extinguishers have become mere showpieces. The authorities have failed to refill them though they expired months ago. An official at the Legislators’ Home said there are more than 100 rooms and 120 fire extinguishers in the three blocks meant for MLAs. These extinguishers were due to be refilled on March 21, but nothing has been done yet. The complex has four blocks - one for MLCs while the rest are for MLAs. “Civil, electrical and maintenance works are the responsibility of the Public Works Department (PWD). We have asked Medley Fire Systems, which supplies extinguishers to this building, to expedite the refilling process,” he added. The PWD officials, who are responsible for the maintenance and safety of the building, have reportedly admitted to the lapse and claimed that refilling of fire extinguishers was on. The block where the 75 MLCs reside has four floors and 101 rooms. The building has over 40 extinguishers that also need refilling. “We checked with the PWD officials and they informed us that the process of refilling extinguishers is on,” an official at the Assembly Secretariat said. When Express contacted the Fire Department to enquire about its role in such cases, DGP-Fire and Emergency Services (Home Guards and Civil Defence) Om Prakash said the department’s role is limited to consultancy. “In case of an emergency, we send personnel to contain the fire. After the tragedy at Carlton Towers in 2010, the High Court had passed an order directing the department to inspect high-rise buildings once in two years. We had inspected the LH last year and everything was in place. Now, it is the responsibility of the department concerned (PWD in this case) to look after the maintenance and safety aspects,” he said. The PWD officials said they have already put up a proposal to set up an exclusive fire-fighting force at a cost of `1.25 crore at the complex. “We have started the refilling process and everything will be completed in the next 15 days,” said Krishnappa, Assistant Executive Engineer, PWD. The Civil Defence came into existence
during the Second World War. In the
event of border conflict between India
and China in 1962, the Central
Government took the decision of
preparing a proper plan on Civil
Defence aspects for different States
and Union Territories of the country.
It may be stated that Civil Defence, as
a whole, started to grow up in our
country after the war between India
and Pakistan.
Aim of Civil Defence
The aim of Civil Defence is to
minimise the effect of enemy action
and the action of disaster on men &
material and, therefore, to protect life
& property and to maintain the
continuity of normal life of the
society. Civil Defence is essentially
the defence of the citizen by the
citizen and it is not the defence of
the civilian population by the
military. It is concerned with general
public and local authorities. At the
district level, it is more related with
the relief and rescue activities against
various types of disasters.
District Set-up of Civil Defence
The District Magistrate is the head of
the Civil Defence in the District and is
designated as the Controller of Civil
Defence. To assist him there is also
an Additional District Magistrate, who
is designated as Additional Controller
of Civil Defence.
In the sub-divisions, the Sub-
Divisional Officers are the head of the
Civil Defence and are known as
Deputy Controller of Civil Defence.
In the district headquarters, one
Deputy Magistrate is entrusted as
Officer-in-Charge of the Civil Defence
Department to look after the day-to-
day work. Similar practice is also
followed in the sub-divisions.
There are a number of Senior Staff
Officer Instructors (Sr.SOI) and Staff
Officer Instructors (SOI) posted at the
district and sub-divisional
headquarters, who are entrusted for
setting up Civil Defence organisation
across the district. They are also
entrusted for raising volunteers from
amongst the willing young persons
and to train them up as per module of
various Civil Defence training courses
so that they may render their services
to combat any emergent situation.
Present activities at district and sub-
divisions of North 24 Parganas
In a year, more than thousand
volunteers are trained up in the
district of North 24 Parganas. Some
of them are deployed for rendering
services to the mankind during
various types of disasters. Except
this, the service of the Civil Defence
volunteers are utilised for assisting
police force in maintaining law and
order during Durgapuja, Kalipuja and
other festivals. Their service is also
utilised in works like conduct of
election, census etc. The Civil
Defence volunteers also participate in
the Republic Day Parade in the
district and sub-divisions.
Training Courses conducted in the
district of North 24 Parganas at
present
1. Basic Civil Defence Course
1. Eligibility:- Applicant (both male and
female) must have passed the
Secondary-level examination from a
recognised Board, should be between
18-45 years and must also possess
good health.
2. Methods of Application
1. Application in own handwriting
mentioning brief bio-data along with
attested copies of documents relating
to residential address (preferably
EPIC), age & educational qualification
and recommendation from the Block
Development Officer (for rural areas)
or Chairman of Municipality (for urban
areas) has to be submitted.
2. Applicants of Barasat (Sadar) Sub-
division shall submit application at
the Civil Defence Section of the office
of the District Magistrate, North 24
Parganas. For other sub-divisions,
applications shall be submitted at the
Civil Defence Section of respective
SDO office.
3. Application may be submitted on any
working day, preferably within 10th.

1. Eligibility:- Applicant must have
completed the Basic Civil Defence
Course and his/her age should not
exceed 45 years.
