Civil Defence gears up for ‘Guinness fireworks’ event

DUBAI: As Dubai prepares to set the
world’s largest fireworks display
ever, the Civil Defence participates
in undertaking preventive-safety
measures, an official told the Gulf
Today on Monday.
Preparations are underway at the
launching sites in Palm Jumeirah
and World Islands for the display
scheduled to take place on the New
Year’s Eve. It will last six minutes
in attempt to outshine Kuwait’s
2012 Guinness record that involved
77,282 fireworks.
Dubai’s display will extend
99.4kilometres along the seafront
and will involve 450,000 fireworks.
The record will be followed with a
15 minute display covering a
kilometre along the Jumeirah beach,
near Burj Arab, Jumeirah City and
Jumeirah beach hotel
The Dubai Civil Defence General
Directorate’s Events Committee
Chairman Lieutenant Colonel
Hussein Mohamed Al Rahoomi
revealed that all civil defence
centres will be on a high alert
throughout the New Year
celebrations. “This includes keeping
an eye on preparation activities
regarding the fireworks launchings
and during the displays until the
return of the visitors to their
homes.”
He Civil Defence is working within a
security committee comprising
Dubai government departments and
various concerned authorities in
order to ensure safety during all
stages of preparation and
implementation of the fireworks
display activities.
“Our team is at work at the three
main sites where the New Year
fireworks display will take place; the
Palm Jumeirah and the World
Islands, Burj Khalifa area and
Jumeirah Beach near the Burj Al
Arab Hotel.
Since six months, the general-
directorate of Civil Defence formed a
working team comprising three sub-
teams with more than 200 officers
and security personnel to ensure
safety at the three sites.
The directorate started to prepare
for the big event by including study
and risk analysis, and the
development of various scenarios to
ensure the safety of the public and
locations.
“A number of evacuation exercises
have been conducted in the interest
of these sites, in addition to a safety
plan, adopted and adhered to by the
companies that will carry out the
display. Also, joint teams undertook
the secure storage of fireworks since
their arrival a month ago,” he
concluded.

The National Disaster Response
Force (NDRF), which has 10
battalions comprising about 15,000
personnel, is going to acquire two
more battalions, NDRF and Civil
Defence Director General Krishna
Chaudhary said here on Sunday.
One battalion would be located in
Haridwar, Uttarakhand and the other
one either at Silchar in Assam or any
other place in the north-east, based
on the vulnerability profile of the
region.
The battalions would get personnel
on deputation from the Sashastra
Seema Bal (SSB), a force guarding
the border with Nepal and Bhutan.
The NDRF now consists of 10
battalions, with three each deputed
by personnel from the Central
Reserve Police Force and the Border
Security Force, and two battalions
each from the Central Industrial
Security Force and the Indo Tibetan
Border Force.
Initially, the NDRF had four
battalions — located here, and in
Kolkata, Pune and Ghaziabad —
trained and equipped to tackle
chemical, biological, radiological
and nuclear (CBRN)
disasters. “Subsequently, we felt the
need for developing CBRN capability
in several other battalions. We have
provided some component to the
other battalions so that there would
be basic CBRN capability in each
battalion,” Mr. Chaudhary informed.
In addition to the rescue work
undertaken by the NDRF in times of
natural disasters, it has responded
to hundreds of emergency situations
and rescued over three lakh persons
since its inception in 2005

21 Dec 2013 Mock drill at Pune railway division
PUNE: A mock exercise was
conducted by Pune railway division
of Central railway, in co-ordination
with the National Disaster
Response Force (NDRF) at Ghorpadi
railway yard recently.
During the mock drill, one rail
compartment was made to derail
which was carrying passengers. A
siren was sounded to indicate that
there was an accident. Accident
relief train and medical relief train
rushed to the accident site with
railway officers and staff. After
reaching there a control room,
medical relief tents for first aid
were established. The control room
collected the information of the
injured and minor injured.
Divisional railway manager Suneet
Sharma who was present at the
drill said, "During any accident our
first priority is to save the life of
passengers. The golden hour must
be utilized to save maximum lives.
It is a team work to save
passengers and to clear the track
simultaneously".
Sharma also asked the staff
members to be alert. An accident
can be avoided by a vigilant and
alert railway men, he said.
In this drill around 100 railway
officers, employees, civil defense,
scout and guide and 60 NDRF
personalize worked together.
Officials said that railway
administration was doing such
exercise at regular intervals, to
keep officers and staff trained to
face any type of situation to rescue
the passenger and make the track
safe for regular service.

ALLAHABAD: Civil defence workers
are working tirelessly in the
service of people, asserted district
magistrate Raj Shekhar while
honouring wardens and volunteers
affiliated with the organization at a
progranmme organized at Park
Road on Friday.
The DM said that Civil Defence has
presented an example of selfless
service during pressing times like
natural calamites and riots. He said
home guards are playing a vital
role in maintaining law and order
in the city.
During the programme, the DM
gave certificates to many wardens
and volunteers of Civil Defence
Core. The best male warden award
was conferred on Mahendra Saxena
while the award for best female
warden was won by Rajni Singh.
Both the winners were given a
shawl, certificate and trophy for

Bangalore techies: saving files at work, lives outside
Bangalore: Tackling raging fires. Rescuing those
trapped in building collapses. Attending to
victims of natural disasters. These noble duties
just got added to the to-do list of thousands of
Bangalore techies recently.
Nearly 8000 professionals in India's IT hub have
volunteered to be a part of the National Disaster
Management Authority or NDMA's Civil Defence
Wing, which is witnessing a gradual rise in
enrollment. An initiative of the Union Home
Ministry, the Wing aims to recruit at least one
percent of a city's population as part of the
volunteer force.
Although Bangalore is far from that figure, there
are a few encouraging trends. Almost 40 per
cent of the Civil Defence wing is constituted by
women. Also, the corporates in the city have
relaxed their working hours to let their
employees participate in the rescue and relief
missions or attend to training.
"We re-schedule our working hours, sometimes
extending to the weekends. If need be, we start
early morning but we do not compromise on our
work. In our organization, we have 17 people as
part of Civil Defence. We are called commandos
or wardens," 28-year-old Kiran says.
The Civil Defence members go through a three-
level training after a background check. Once
recruited, they are only an SMS away when
required, appearing at the disaster sites in their
fluorescent jackets.
During the Malleshwaram blast in April this
year, it was this team which first rushed to the
spot and helped with rescue.
"The techies are helping physically, but their
knowledge also comes in handy to help set up a
modern force. We need support from IT
employees to build a control room which can
bring in images from the disaster site," says Dr
Chetan, Chief Commander of Civil Defence in
Karnataka.
Apart from accidents and disasters, the team
also helps out during elections or major
festivals to manage the crowds on the streets.

When people left Ganesh in the lurch
The low-hanging tree branches were
covered with flower garlands of
varied hues and sizes. Puja
materials, including the sacred
thread, colourful paper umbrellas
and paper garlands were left on the
ground. Also, hundreds of Ganesh
and Gowri idols were abandoned on
the pavement amidst uncleared
garbage on both sides of the gate
leading to the immersion pond in
Sankey Tank.
A day after the city celebrated
Ganesh and Gowri festivals with
pomp, devotees who splurged on
the fete did not seem have the
patience to immerse the idols in the
kalyani (immersion tank), and hence
left them on the pavement.
“They worship idols only to
abandon them so? This shows that
they lack civic sense and hold pujas
only for namesake,” said a resident,
upset after seeing the dump outside
his home.
Joggers and pourakarmikas were
also in for a surprise on Tuesday
morning when they found the
abandoned idols. Along with
clearing garbage, the pourakarmikas
had to remove the idols.
While there were no abandoned idols
in Ulsoor Lake, huge mounds of
garbage lay outside on both sides of
the gate. The volunteers at the lake
claimed that idols were immersed till
4 a.m. on Tuesday. They said at
least 40,000 idols were immersed in
the lake on Monday.
“After it started raining, people left
the idols near the immersion tank.
The volunteers had to immerse all
these idols,” said Nanjappa, Bruhat
Bangalore Mahanagara Palike’s
(BBMP) Assistant Executive Engineer
(Shivajinagar).
Meanwhile, the number of eco-
friendly idols seems to have seen a
slight increase. The BBMP and
personnel from the Karnataka Civil
Defence Corps are collecting data on
the idols at each of the 10 lakes
where immersion is permitted in the
city.
According to P.R.S. Chetan, Chief
Warden of Civil Defence, the 200-
odd Civil Defence personnel have
been instructed to ensure that no
puja material was dumped inside the
tanks, besides collect data on the
kind of idols (clay, plaster of Paris
or coloured) and the size.
Waste management expert N.S.
Ramakanth said the data would be
collected for the next 10 days and
collated later. He, however,
maintained that the number of idols
being immersed in tanks had
increased compared to last year.
“On the first day, the number of
idols immersed was at least 25 per
cent more than that of last year.
More idols are expected on
Wednesday, as the numbers swell
on the third day after the festival,”
he added.

NDRF & CD fully prepared to fight floods
GUWAHATI, July 23 – Krishna
Chaudhary, IPS, Director General,
National Disaster Response Force
(NDRF), who is on a visit to the State
for flood assessment after assuming
the charge of DG NDRF and Civil
Defence, visited NDRF unit in
Guwahati on Tuesday and took stock
of the flood situation from Alok Kumar
Singh, Commandant of 1 BN NDRF.
The 1st BN NDRF has prepositioned
five search & rescue teams in different
districts of Assam to ensure prompt
response in an effective manner.
Apart from the pre-positioned teams
of NDRF, two teams located in
Changsari , Kamrup are ready to
intervene in the event of flood
situation in Kamrup Rural.
“The pre-positioned teams are
regularly visiting the vulnerable areas
in their respective districts of
deployment and carrying out mass
awareness programmes on flood
rescue techniques, development of
village-level warning systems, use of
improvised floating aids from unused
materials , marking of safe areas in
districts, prevention and
precautionary methods for snake &
insect bite etc,” said Chaudhary.
On the issue of current flood
situation, the DG NDRF said, “As per
the reports of forecasting agencies,
Assam has received lesser rainfall in
this monsoon season so far but as
river Brahmaputra and its tributaries
are flowing above danger level in
upper and lower Assam, the
possibility of flood cannot be ruled
out in the ongoing monsoon season.
NDRF is fully prepared with its
prepositioned and standby teams in
Guwahati.”
While elaborating on the need to
develop effective and accountable
disaster response structure at the
state level, Chaudhary said, “Every
State must develop disaster response
structure down from the village level.
It is the community who is always the
first responder. If they are trained and
grouped, the community people will
be ready to face the disasters, he
mentioned.
Chaudhary also witnessed the
demonstration of NDRF rescuers on
‘Mountain Rescue, operation in
Earthquake which was organized at
1st NDRF location at Patgaon. While
addressing the officers and rescuers,
Chaudhary stated that the intensive
training, conduct of regular mock drill
and simulation exercises on various
disasters develop confidence to solve
complex disaster situations.

The Civil Defence came into existence
during the Second World War. In the
event of border conflict between India
and China in 1962, the Central
Government took the decision of
preparing a proper plan on Civil
Defence aspects for different States
and Union Territories of the country.
It may be stated that Civil Defence, as
a whole, started to grow up in our
country after the war between India
and Pakistan.
Aim of Civil Defence
The aim of Civil Defence is to
minimise the effect of enemy action
and the action of disaster on men &
material and, therefore, to protect life
& property and to maintain the
continuity of normal life of the
society. Civil Defence is essentially
the defence of the citizen by the
citizen and it is not the defence of
the civilian population by the
military. It is concerned with general
public and local authorities. At the
district level, it is more related with
the relief and rescue activities against
various types of disasters.
District Set-up of Civil Defence
The District Magistrate is the head of
the Civil Defence in the District and is
designated as the Controller of Civil
Defence. To assist him there is also
an Additional District Magistrate, who
is designated as Additional Controller
of Civil Defence.
In the sub-divisions, the Sub-
Divisional Officers are the head of the
Civil Defence and are known as
Deputy Controller of Civil Defence.
In the district headquarters, one
Deputy Magistrate is entrusted as
Officer-in-Charge of the Civil Defence
Department to look after the day-to-
day work. Similar practice is also
followed in the sub-divisions.
There are a number of Senior Staff
Officer Instructors (Sr.SOI) and Staff
Officer Instructors (SOI) posted at the
district and sub-divisional
headquarters, who are entrusted for
setting up Civil Defence organisation
across the district. They are also
entrusted for raising volunteers from
amongst the willing young persons
and to train them up as per module of
various Civil Defence training courses
so that they may render their services
to combat any emergent situation.
Present activities at district and sub-
divisions of North 24 Parganas
In a year, more than thousand
volunteers are trained up in the
district of North 24 Parganas. Some
of them are deployed for rendering
services to the mankind during
various types of disasters. Except
this, the service of the Civil Defence
volunteers are utilised for assisting
police force in maintaining law and
order during Durgapuja, Kalipuja and
other festivals. Their service is also
utilised in works like conduct of
election, census etc. The Civil
Defence volunteers also participate in
the Republic Day Parade in the
district and sub-divisions.
Training Courses conducted in the
district of North 24 Parganas at
present
1. Basic Civil Defence Course
1. Eligibility:- Applicant (both male and
female) must have passed the
Secondary-level examination from a
recognised Board, should be between
18-45 years and must also possess
good health.
2. Methods of Application
1. Application in own handwriting
mentioning brief bio-data along with
attested copies of documents relating
to residential address (preferably
EPIC), age & educational qualification
and recommendation from the Block
Development Officer (for rural areas)
or Chairman of Municipality (for urban
areas) has to be submitted.
2. Applicants of Barasat (Sadar) Sub-
division shall submit application at
the Civil Defence Section of the office
of the District Magistrate, North 24
Parganas. For other sub-divisions,
applications shall be submitted at the
Civil Defence Section of respective
SDO office.
3. Application may be submitted on any
working day, preferably within 10th.
of each month.
2. Basic Warden Course
1. Eligibility:- Applicant must have
completed the Basic Civil Defence
Course and his/her age should not
exceed 45 years.
2. Methods of Application
1. Application in own handwriting
mentioning brief bio-data along with
