Police Commemoration Day to be observed tomorrow (21st October every year)


On 21st October every year, commemoration Parades are held in all police units as a mark of respect to brave police martyrs, who sacrificed their lives in the line of duty. The arms are reversed and two minutes silence is observed in the honour of the departed souls. The names of police martyrs of states, police and paramilitary forces are read out, to acknowledge with pride the supreme sacrifices made by them. The history of commemoration day traces back to 21st October 1959, when a patrol party of CRPF, led by SI Karam Singh, was ambushed by the Chinese forces at Hot Springs ladakh and 10 jawans were killed, the bravery and resultant sacrifice of jawans fighting at 16,000 ft. altitude, in extremely cold conditions and against all odds, is an epitome of the rarest of the rare courage Indo-Tibetan Border Police sends a representative party of all police forces, of the country, to Hot springs, Ladakh every year to pay homage to the martyrs who laid down their lives on 21st Oct, 1959 while guarding national frontiers.

Since 1961, 32557 police personnel have sacrificed their lives for security of the nation and service to the society. During this year (from 01.09.2013 to 31.08.2014), 662 police personnel throughout the country have laid their lives on the call of duty.

Union Home Minster to witness the parade
The Police Commemoration Day will be observed at the Police Memorial Ground, Chanakyapuri, New Delhi at 0800 hrs on October 21, 2014. The Union Home Minister, Shri Rajnath Singh will be present on the occasion.

Indian Police personnel were responsible for manning the 2,500 mile long border of India with Tibet until the autumn of 1959.

On October 20, 1959, three reconnaissance parties were launched from Hot Springs in North Eastern Ladakh in preparation for further movement of an Indian expedition which was on its way to Lanak La. While members of two parties returned to Hot Springs by the afternoon of that day, the third one comprising of two Police Constables and a Porter did not return. All available personnel were mobilized early next morning in search of the missing personnel. A party of about 20 Police personnel led by Shri Karam Singh, DCIO proceeded ahead on horseback, while other followed on foot in three Sections.

At about mid day, Chinese Army personnel were seen on a hillock who opened fire and threw grenades at the party led by Shri Karam Singh. Since there was no cover, most personnel were injured. Ten of them died, seven were taken prisoners by the Chinese and the remaining managed to escape.

Bodies of the ten personnel were returned by the Chinese only on November 13, 1959, a full three weeks after the incident. These bodies were cremated with full Police honours at Hot Springs.

The Annual Conference of Inspectors General of Police of States and Union Territories held in January 1960 decided that October 21 would henceforth be observed as ‘Commemoration Day’ in all Police Lines throughout India to mark the memory of these gallant personnel who were killed in Ladakh and all other Police personnel killed on duty during the year. It was also decided to erect a memorial at Hot Springs and, every year, members of Police Forces from different parts of the country trek to Hot Springs to pay homage to those gallant martyrs. Since the year 2012, the Police Commemoration Day Parade is being held at the National level at the Police Memorial, Chanakyapuri.

EXPANSION OF CIVIL DEFENCE QUICK RESPONSE TEAM (QRT).. Dt 20Oct2014

Dear CD Wardens of all ranks,

Festival Greetings and good wishes,

You are all well aware that Civil Defence Quick Response Team (QRT) has brought laurels to our organisation with their dedication, commitment and Zeal to serve.

To replicate this success at Division levels, We request you to send us a list of minimum ten CD Wardens to be part of the QRT, suggested criteria as discussed in the CD meeting held at our Head Qtrs on 18th October 2014 are;

  • Send Names within 01st November 2014 along with their Name, Address, Mobile No, email id, Training's undergone and other related information.
  • CD Wardens in the age bracket of 20-50 years, younger the better, as QRT role involves lot of Physical activity. Services of senior members are also required outside QRT.
  • Once the names of ten CD wardens are submitted, the same will be compiled and they will be called for a meeting and subsequent crash training's will be given.
  • In Phase one we shall start and station QRT in East, West, South, North Divisions and will be expanded to other divisions later. One QRT team will be stationed at Head Qtrs.
Kindly rush your list of names and support this landmark decision, which will help mitigate sufferings and attend emergencies in more effective manner.
