CD awareness camp organises at Kargil.. July 28 2013

KARGIL, July 28: Civil Defence Organization today organized an awareness programme at Govt Degree Collage Kargil under the supervision of DYSP(DAR) DeputyController Civil Defence Stanzen Losal on Saturday. Chief Warden Civil Defence Dr. Anayat Mir coordinated this programme. More than 200 students from B.Ed course and other faculty participated in this programme. Associate professors, lecturers, president students union, CDwardens, volunteers, were also present. The chief guest associate professor History Ishfaq gave welcome speech and encouraged this initiative of CD Kargil. On this occasion Dr. Anayat Mir Chief Warden Civil Defence Distt. Hospital Kargil gave a presentation on importance of enrolling youths as Civil Defence volunteers in multi hazards Kargil District and later a presentation on growing menace of tobacco abuse(Man Made Disaster) in youth and COTPA 2003(Cigarettes and other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and Distribution) Act. On this occasion he said Kargil is a multihazards district keeping in view its Geography ,climate and soil condition . Kargil is nestled in Himalayas and lies in seismic zone iv , population of 143,388 lacs , area of 14,086 Sq. Km. District is of high rocky mountains, desert arid, snow bound and devoid of natural vegetation. Altitude which ranges from 8000 to 23000 ft.The mountains are of sedimentary rocks and are in process of disintegration due to weathering. The terrain being hilly, available land for agriculture is meager. Ladakh lies on the rain shadow side of the Himalayan. Ladakh is often called “ COLD DESERT”. Rainfall in the area is negligible. In winter mercury drops to minus 48 degree Celsius at Drass (Kargil), which is the second coldest inhabited place in the world after Siberia .Irrigation is mainly through channels from the glacier-melted snow. Aga Rizvi Dy Mass media officer and CD Volunteer spoke on hazards effects of tobacco abuse through social and religious perspective. He encouraged youths to join Civil Defence as volunteers as a part of their service towards society and the nation. At the end an interactive session was held where students and teachers asked many questions which were answered by the experts.The programme was anchored by CD volunteer Miss Hakeema and the programme concluded with the vote of thanks from the chief Librarian of the collage Amanulla. Enrolement forms were also distributed amongst students to join this organization. Kiran Bedi proposes to hold civil defense camp for Amity female students...

Noida (Uttar Pradesh), July 25 (ANI): Keeping in view the rising crimes against women across the country and making an effort to empower them in combating such situations, Amity University in association with Tech Mahindra-CanvasM and Child Association India- an NGO organized an event "Suraksha" for training self defense techniques to female students, faculty members and staff at Amity University, Noida. Sharing her views, chief guest and former IPS officer-turned social activist Kiran Bedi suggested to make safety awareness drives for women a huge movement across the country, involving all the corporates, universities, educational institutes and NGOs. Citing important facts from the survey recently done, Bedi said that India has emerged as the most unsafe country for women in the world. In India, every three minutes, there is a crime against women and every 29 minutes a woman is raped and every 77 minutes an incidence related to dowry takes place. She called upon the females to learn civil self defense and download on their cells latest software applications which have been developed by various companies, that can send messages and phone calls to the family and relatives of the girl in distress. Bedi apprised the female students of the strong parts of their body which they can use, including knuckles, fingers, knees and elbows on the attacker's soft and vulnerable body parts such as eyes, nose, jaws and groin in any untoward situation. She called upon the society to raise responsible boys and brave girls to stop crime against women and suggested that like foreign countries, Indian Police should welcome the interested boys and girls to do internship with Police, understand their working, accompany them in PCR vans and patrolling so that youth of the country become responsible and geared enough to protect the women in the society. Talking about the stigma associated with a woman reporting an abuse to the Police and suggesting a solution to the same, Bedi said that every women should report the wrong doing against her, even if she does not want to go to the police station, the complaint could be mailed to the DGP of the state or Commissioner of Police anonymously to bring guilty behind the bars and setting an example for others. If no action is taken against the report then, she could file an RTI or write to Dr. Kiran Bedi on her website www.saferindia.com. During her speech, Dr. Kiran Bedi, with the consent of Acting Vice Chancellor of University, Dr. B. Shukla, proposed to hold a "Civil Defense Camp" for all female students of Amity in the open grounds on August 1, 2013 wherein, she herself would be present to guide all the female students of Amity about self defense techniques and help in making Amity a "Zero tolerance zone" for crimes against women. Jagdish Mitra-CEO, CanvasM Technologies and Senior Vice President Tech Mahindra Limited encouraged the youth to spread the message of safe and secure India for women through the use of latest technology and software. Talking about "Fight Back" software which is India's first Mobile App. for women safety, developed by Tech- Mahindra, Mr. Jagdish Mitra said that Fight Back Mobile App., just with the tap of a button, sends SOS alert with location information to Security Agencies, Police and user's family. During the occasion, volunteers from Child Association India raised awareness about how to prevent and deal with child abuse and crimes against women. NDRF & CD fully prepared to fight floods

GUWAHATI, July 23 – Krishna
Chaudhary, IPS, Director General,
National Disaster Response Force
(NDRF), who is on a visit to the State
for flood assessment after assuming
the charge of DG NDRF and Civil
Defence, visited NDRF unit in
Guwahati on Tuesday and took stock
of the flood situation from Alok Kumar
Singh, Commandant of 1 BN NDRF.
The 1st BN NDRF has prepositioned
five search & rescue teams in different
districts of Assam to ensure prompt
response in an effective manner.
Apart from the pre-positioned teams
of NDRF, two teams located in
Changsari , Kamrup are ready to
intervene in the event of flood
situation in Kamrup Rural.
“The pre-positioned teams are
regularly visiting the vulnerable areas
in their respective districts of
deployment and carrying out mass
awareness programmes on flood
rescue techniques, development of
village-level warning systems, use of
improvised floating aids from unused
materials , marking of safe areas in
districts, prevention and
precautionary methods for snake &
insect bite etc,” said Chaudhary.
On the issue of current flood
situation, the DG NDRF said, “As per
the reports of forecasting agencies,
Assam has received lesser rainfall in
this monsoon season so far but as
river Brahmaputra and its tributaries
are flowing above danger level in
upper and lower Assam, the
possibility of flood cannot be ruled
out in the ongoing monsoon season.
NDRF is fully prepared with its
prepositioned and standby teams in
Guwahati.”
While elaborating on the need to
develop effective and accountable
disaster response structure at the
state level, Chaudhary said, “Every
State must develop disaster response
structure down from the village level.
It is the community who is always the
first responder. If they are trained and
grouped, the community people will
be ready to face the disasters, he
mentioned.
Chaudhary also witnessed the
demonstration of NDRF rescuers on
‘Mountain Rescue, operation in
Earthquake which was organized at
1st NDRF location at Patgaon. While
addressing the officers and rescuers,
Chaudhary stated that the intensive
training, conduct of regular mock drill
and simulation exercises on various
disasters develop confidence to solve
complex disaster situations.

Nearly 80 railway employees all over from Southern Railway are participating in the weeklong training programme. Civil Defence is voluntary organization by civilians, government, local bodies, voluntary Agencies etc. to minimise the effects of enemy action on men and material during war. However, this jurisdiction is further extended to render assistance during natural calamities and man made disasters. Many time railways have to face natural calamities and manmade disasters especially during flood and terrorism activities. Legislators' Home defenceless against fires ENS - BANGALORE 21st July 2013 In the event of a fire, extinguishers are the first line of defence. At the Legislators’ Home (LH), where members of the Legislative Assembly and the Legislative Council reside, fire extinguishers have become mere showpieces. The authorities have failed to refill them though they expired months ago. An official at the Legislators’ Home said there are more than 100 rooms and 120 fire extinguishers in the three blocks meant for MLAs. These extinguishers were due to be refilled on March 21, but nothing has been done yet. The complex has four blocks - one for MLCs while the rest are for MLAs. “Civil, electrical and maintenance works are the responsibility of the Public Works Department (PWD). We have asked Medley Fire Systems, which supplies extinguishers to this building, to expedite the refilling process,” he added. The PWD officials, who are responsible for the maintenance and safety of the building, have reportedly admitted to the lapse and claimed that refilling of fire extinguishers was on. The block where the 75 MLCs reside has four floors and 101 rooms. The building has over 40 extinguishers that also need refilling. “We checked with the PWD officials and they informed us that the process of refilling extinguishers is on,” an official at the Assembly Secretariat said. When Express contacted the Fire Department to enquire about its role in such cases, DGP-Fire and Emergency Services (Home Guards and Civil Defence) Om Prakash said the department’s role is limited to consultancy. “In case of an emergency, we send personnel to contain the fire. After the tragedy at Carlton Towers in 2010, the High Court had passed an order directing the department to inspect high-rise buildings once in two years. We had inspected the LH last year and everything was in place. Now, it is the responsibility of the department concerned (PWD in this case) to look after the maintenance and safety aspects,” he said. The PWD officials said they have already put up a proposal to set up an exclusive fire-fighting force at a cost of `1.25 crore at the complex. “We have started the refilling process and everything will be completed in the next 15 days,” said Krishnappa, Assistant Executive Engineer, PWD. The Civil Defence came into existence
during the Second World War. In the
event of border conflict between India
and China in 1962, the Central
Government took the decision of
preparing a proper plan on Civil
Defence aspects for different States
and Union Territories of the country.
It may be stated that Civil Defence, as
a whole, started to grow up in our
country after the war between India
and Pakistan.
Aim of Civil Defence
The aim of Civil Defence is to
minimise the effect of enemy action
and the action of disaster on men &
material and, therefore, to protect life
& property and to maintain the
continuity of normal life of the
society. Civil Defence is essentially
the defence of the citizen by the
citizen and it is not the defence of
the civilian population by the
military. It is concerned with general
public and local authorities. At the
district level, it is more related with
the relief and rescue activities against
various types of disasters.
District Set-up of Civil Defence
The District Magistrate is the head of
the Civil Defence in the District and is
designated as the Controller of Civil
Defence. To assist him there is also
an Additional District Magistrate, who
is designated as Additional Controller
of Civil Defence.
In the sub-divisions, the Sub-
Divisional Officers are the head of the
Civil Defence and are known as
Deputy Controller of Civil Defence.
In the district headquarters, one
Deputy Magistrate is entrusted as
Officer-in-Charge of the Civil Defence
Department to look after the day-to-
day work. Similar practice is also
followed in the sub-divisions.
There are a number of Senior Staff
Officer Instructors (Sr.SOI) and Staff
Officer Instructors (SOI) posted at the
district and sub-divisional
headquarters, who are entrusted for
setting up Civil Defence organisation
across the district. They are also
entrusted for raising volunteers from
amongst the willing young persons
and to train them up as per module of
various Civil Defence training courses
so that they may render their services
to combat any emergent situation.
Present activities at district and sub-
divisions of North 24 Parganas
In a year, more than thousand
volunteers are trained up in the
district of North 24 Parganas. Some
of them are deployed for rendering
services to the mankind during
various types of disasters. Except
this, the service of the Civil Defence
volunteers are utilised for assisting
police force in maintaining law and
order during Durgapuja, Kalipuja and
other festivals. Their service is also
utilised in works like conduct of
election, census etc. The Civil
Defence volunteers also participate in
the Republic Day Parade in the
district and sub-divisions.
Training Courses conducted in the
district of North 24 Parganas at

1. Basic Civil Defence Course
1. Eligibility:- Applicant (both male and
female) must have passed the
Secondary-level examination from a
recognised Board, should be between
18-45 years and must also possess
good health.
2. Methods of Application
1. Application in own handwriting

to residential address (preferably
EPIC), age & educational qualification
and recommendation from the Block
Development Officer (for rural areas)
or Chairman of Municipality (for urban
areas) has to be submitted.

the Civil Defence Section of the office
of the District Magistrate, North 24
Parganas. For other sub-divisions,
applications shall be submitted at the
Civil Defence Section of respective
SDO office.

KUALA LUMPUR: The Civil Defence Act 1951 amendment to restructure the organisation and functions of the Malaysian Civil Defence department in line with current developments would be discussed with Prime Minister Datuk Seri Najib Razak. Home Minister Datuk Seri Dr Ahmad Zahid Hamidi said certain sections in the Act did not clearly define the management structure and responsibilities of the department with regards to disasters or emergencies. "The Act is too general. With the amendment it is hoped that the department's delivery system would be improved, particularly in disaster and emergency management," he told reporters after a working visit to the department at Jalan Semarak, here, today. Ahmad Zahid said the department would enhance its efficiency in disaster and emergency management by increasing its ambulances to 90, half of which would be allocated this year while the other 45 units, next year. Meanwhile, the minister said installation of CCTVs in police lockups and setting up of centralised lockups were among proposals submitted to the home ministry to enhance police detention procedures. He said the move was to clear the negative image that the public had of the police. "The CCTV would record the going-on in the lockup, and should an injury or death occur, the recording could be used as evidence. "We are also proposing to not place accused persons at police stations and will request to the government for more centralised lockups such as that in Jinjang so that police will not be continuously condemned for mishaps in lock ups during interrogation," he said. Ahmad Zahid urged the public to place their confidence in the ministry with regards to the ongoing investigation into the death of a detainee, N. Ireland :: Clare Civil Defence conducts annual training exercise


Jul. 12, 2013 - CONNOLLY, Ireland -- The annual exercise was held at the Civil Defence Headquarters in Ennis and also featured competitions for the 70 participating Civil Defence members who were divided into teams. Among the skills put to the test were First-Aid, Rope/Heights Rescue, Auxiliary Fire Service, Radio Communications, Boat Handling, Land and Water Search, and Radiation Monitoring. During the course of the day, members responded to a simulated road traffic collision between a car and a motor bike during which their fire fighting and first aid skills were tested. A separate exercise saw Civil Defence personnel plan out a water search and rescue operation. The Pump Drill competition was won by a team comprising Greg Dormer (leader) Michelle Dixon, Jeffrey Loughnane, Sean McNamara and Brian Kearney. The All Services exercise was won by Michelle Power (leader), Liz Purcell, Patrick McMahon, Ruth Kennedy, Nicole Gleeson, Debbie Houlihan, Vanessa O’Loughlin, Gemma Cooper, Damian Walsh and Niall Guinnane. The drill was followed by the annual Clare Civil Defence Presentation Dinner which was attended by Joe Arkins, Mayor of Clare; Chief Supt John Kerin, Clare Garda Division; Adrian Kelly, Chief Fire Officer; Kevin Houston, Technical Officer, Department of Defence, various Clare County Council officials, and Civil Defence members. Speaking at the event, Mayor Arkins paid tribute to Civil Defence members who he said “give freely of their time and expertise to provide an invaluable and important public service.” He added: “Your participation in this exercise enhances your collective ability to respond more efficiently to incidents when they occur. Constant upskilling and training are key to most lines of work, but it is especially important in the case of Civil Defence personnel, and all emergency services and response teams.” Clare Civil Defence Officer, Liam Griffin explained that Clare Civil Defence also trains for and participates in National Exercises. “These Exercises provide opportunities for large scale exercising of the members, helps to broaden their skills and provides a forum to inject external influence and expertise into the organisation and provide objective assessment of performance. Orders have been placed with prominent local eateries to supply in bulk pizzas and pancakes, while local ‘khaansaama’s (chefs) have been recruited for cooking the other delicacies. Kohima, July 12 (MExN): The Civil Defence and Home Guards held an ‘Officers Conference’ here on July 12 at Conference Hall, CD&HG (HQrs). Kejong Chang, Parliamentary Secretary HGs, Prisons, VG, DB & GB, graced the occasion as the chief guest. A press note received here stated that addressing the officers, he expressed his happiness at the fact that the Government and the Department got to meet on a one to one basis. He asked the Officers not to hesitate in bringing forth the problems of the departments to his office while also seeking their cooperation for over all smooth functioning of the department. MedozhaliePienyu, Sr. Staff Officer made a power point presentation, CD&HG wherein he highlighted the Organisational structure of the department, activities, achievements and the needs of the department. PUNE: Civil defence force to organize disaster management training for youth


PUNE: The civil defence force (CDF) will soon conduct a training programme in the city for a group of young volunteers who will help the PimpriChinchwad municipal corporation (PCMC) in works related to disaster management. The programme will be organized post-monsoon. Officials of the civil defence force will visit various schools and colleges and train the youth. The PCMC has planned to provide the space for the training sessions. Tanaji Shinde, additional commissioner of the PCMC, said, "Youths are of immense help in rendering help to the people affected by disasters. So There is a need to impart proper training to the youth who are interested in helping the needy when a disaster strikes. The corporation will take the help of the civil defence force to prepare a group of trained volunteers to help us in such a situation. The civic body will provide necessary equipments to the group for rendering help to the needy during disasters." Before the training programme starts, a team of eight personnel from the civil defence force will extend their help to the civic body in their disaster management work from July. The team will be led by the divisional officer of CDF Suresh Lugade. Omprakash Bahiwal, chief of disaster management cell in the PCMC, said, "The team will handle the wireless control room at the main PCMC administrative building. They will take the calls received by the wireless department and the flood control cells.'' Bahiwal added that routine calls for fire and flood will be directed to the civic fire department. "If major mishaps or disasters like floods covering a large area or a building collapses, then this team will seek help of the other CDF members from the district for relief work," he said. Civil Defence T20 Cricket tournament


Srinagar, July 7th:Kashmir University XI beat Kashmir Harvard in T-20 Cricket tournament organised by Civil Defence at University grounds Hazratbal, today. Batting first Kashmir Harvard scored 121 runs. Kashmir University team finished the match in the 18th over. Usman from Kashmir University scored 34 runs and took 2 wickets. He was adjudged man of the match. The tournament has been facilitated by Addl. DG Police, Civil Defence, Ms. D.R. Doley Barman. covers the pools where one could
pay and swim and which are
registered with the Ministry of
Commerce and Industry.

swimming pools and distribute
literature to promote safety
awareness.
