Students Taught Disaster Rescue Guidelines
The importance of disaster rescue and preparedness was stressed at the two-day seminar-cum-
demonstration on ‘Disaster Management’, organised by the Centre for Disaster Mitigation and
Management (CDMM) attached to the VIT university recently on the university campus.
A 35-member team comprising engineers, doctors and rescue workers under the guidance of the
NDRF, demonstrated rescue operations conducted during natural disasters such as earthquakes.
According to programme convener Dr Ganapathy, attached to the CDMM, while India accounted for
two per cent of the total area of the world, its population was equivalent to 16 per cent of the
world’s population. It was necessary to prevent damage likely to be caused by disasters instead of
spending huge money on disaster management. The focus of the meet was to impart techniques and
guidelines to students, to be prepared to manage disasters, he added.
S P Selvan, Deputy Inspector General of Police, National Disaster Response Force (NDRF) based in
Arakkonam, while inaugurating the seminar said that NDRF battalions established in various parts of
the country (Guwahati, Kolkata, Cuttack, Pune, Gandhinagar, Noida, Patna, Vijayawada and
Arakkonam) helped carry out relief and rescue operations during disasters while propagating ways of
preventing and mitigating damage due to disasters.
Commandant of the battalion M K Varma explained about rescue operations. Sessions on emergency
response, first aid management and disasters mitigation were conducted by experts in the field.
Equipment used in rescue operations during disasters was showcased at an exhibition put up on the
occasion. Over 600 students from various colleges and organisations from across the country took
part in the programme.

commuters, travelling by Chamundi
Express towards Bangalore, on
Monday, were affected as the train
was halted for more than half-an-
hour at Nidaghatta, near Maddur,
as a breach was observed on the
railway track.
It is said that the train that left
Mysore for Bangalore on scheduled
experienced a rattling sound when
it approached Nidaghatta around 9
am.
The alert engine driver, who
observed the sound, immediately
stopped the train. He later, got
down from the train and checked
the track only to find a two inch
wide crack.
Repaired
He immediately contacted senior
officials and lodged a complaint.
The workmen, who were involved
in the works related to laying of
double railway track in Maddur
were summoned, and the railway
line was repaired.
Hence, there was a delay of 45
minutes for the Chamundi Express
to reach Bangalore. The
passengers greeted the alert
engine driver, who averted a major
tragedy and saved hundreds of
lives.

South Korea Holds Civil Defence Drills against a Possible Attack by the North

South Korea on Friday staged a civil defence drill as part of annual emergency training to prepare
for any possible attack by North Korea.
A warning siren sounded at 0500GMT in the heart of Seoul to signal the start of the drill wherein
an attack was simulated.
Drivers stopped their vehicles on the roads and hundreds of South Korean citizens and
government officials came out of buildings and rushed into a basement shelter. Some participated
in cardiopulmonary resuscitation training.
"The exercise was conducted with prior notice given to evacuating residents, to go to safe areas
quickly so that people's lives can be saved, in case of terror and disaster, especially a possible
missile attack from North Korea," said director of Emergency Planning and Civil Defence from
Seoul Metropolitan Government Jang Sung-gu.
The two Koreas are still technically at war since the 1950-53 Korean War ended in a truce without
a peace treaty.
On March 4, North Korea fired additional short-range missiles into the sea off the east coast of the
Korean peninsula using a new multiple rocket launcher, South Korea's defence ministry said. It
was the third time in less than a week that the North had conducted missile launches.
North Korea said that the recent rocket launches were part of drills conducted in the isolated state.
Launches by the North of short-range missiles are not uncommon as part of regular military
exercises.
The firing came days after the beginning of annual U.S. and South Korean joint military exercises,
which the North routinely denounces as preparation for war.

Fire in Nagarahole forest takes heavy toll

The -fire in the Anechowkur range
of the Nagarahole national park
has left a trail of destruction over
an area of 400 square metres.
Bamboo and other plant species,
from the Gonikoppa State Highway
to the Mattigodu elephant camp,
have perished in the blaze.
Devaraj, the range forest officer of
Anechowkur, said a spark in the
Mattigodu forest are could be the
trigger. He said the incident had
occurred despite several measures
being put in place to contain forest
blazes ahead of summer.
Devaraj said the fire was brought
under control by more than 70
people, including daily wage
workers, the members of the public
and the forest personnel. Officials
said the fire had not caused any
harm to elephants in the forest.
The jumbos had been let into the
forest for grazing, Devaraj added.
Miscreants are suspected tto have
lit the fire on the roadside along
the bus route from Anechowkur to
Gonikoppa.
Probable cause
Sparks from there could have led
to the fire spreading fast due to
the bamboo growth in a radius of a
minimum of 100 metres of the
forest, it is learnt.
The range forest officer said that a
fire line had been constructed for a
length of 230 km, to prevent it from
spreading.
Hundreds of acres of forest were
gutted in Mattigodu of the
Nagarahole wildlife division and
the blaze, locals say, is
unprecedented.
The winds are only intensifying
the fire. The fire spread in
hundreds of acres within a couple
of hours, just 300 metres from the
Mattigodu elephant camp.
The water in the fire extinguisher
vehicle was exhausted, but the
blaze could not be brought under
control.
A replacement vehicle could be
brought from Periyapatna only at 5
pm. Hundreds of species of flora
and fauna have been consumed by
the blaze in the Anechowkur forest
between Hunsur and Gonikoppa.
Power lines have also been
snapped.
Deputy Conservator of Forests Dr
Malathipriya, who is camping in
the forest, said severe action will
be taken against those responsible
for the fire.
CBI probe likely
The cases pertaining to the forest
fires will be referred to the CBI,
said R Gokul, Conservator of
Forests, and Director, Nagarahole
Tiger Reserve.
Speaking to Deccan Herald, Gokul
said the fires were man-made and
intentional. The officer said
thousands of hectares of forest
land in Anechowkur had been
damaged and that a case will be
filed with the local police on
Friday.
"This happens every year, just
when the financial year is coming
to an end. The fire was not at all in
a tribal area - it was in the middle
of the highway. The fire has been
properly planned and it has been
synchronised with the one in
Bandipur,” he said.

Equip people with disaster management skills, says ZP CEO

Zilla Panchayat CEO Kanagavalli
has said that the concept of
disaster management has gained
momentum in the aftermath of
tsunami that hit Indian east coast
in 2004.
Speaking after inaugurating the
two-day workshop on 'automation
of Udupi district disaster
management plan' on Wednesday,
the CEO felt the need for
systematic management plan for
checking disaster.
She said humanbeings should
efficiently manage and get
equipped with the skills of
disaster management and should
work on war footing. Karnataka is
in a safer zone unlike the states on
east coast, that are prone to
natural disasters very often. Udupi
has been selected in the second
phase of the project by the centre
to implement disaster
management.
Disaster management
Course coordinator R Dharmaraju
said the project covers the entire
state of Karnataka by December
2014 and is taken up for four
years. The plan is revised every
year for the effective
accomplishment. However, the
major obstacle for carrying out the
plans as per the design is the lack
of coordination between the
officials of different departments,
he pointed. The automation of
disaster management enables the
software development, which
demands for the exclusive
information of resource persons
that are available at village and
local level.
The information is updated
following the changes in the data.
A mobile device is made available
for each village and training is
offered to six individuals. The
trained persons should pass on
the information to the server
through the mobile device,
following the disaster.
The server will design the action
plan to connect the local resource
persons, who can help to mitigate
the damages and for effective
measures of disaster management,
he explained.
Dharmaraju said that Raichur
district was taken up as a pilot
project and the plans were
implemented there successfully.
The project is introduced in 10
districts and Udupi is the 11th
district, he added.
Mangalore
The automation of disaster
management is important specially
because the officers who are
responsible to manage the
disasterous situations face
difficulty in finding the things in
place, said Deputy Commissioner
A B Ibrahim.
He was speaking after inaugurating
a workshop on 'Automation of
Dakshina Kannada District Disaster
Management Plan,' jointly
organised by the Administrative
Training Institute, Mysore and the
district administration at Zilla
Panchayat hall. The DC said that
the Indian government has
introduced the Disaster
Management Act, 2005 with an
intention to get the officials
concerned ready to meet the
situations.
ZP Chief Executive Officer Tulasi
Maddineni who was present at the
programme, cited the examples of
fire disaster in a school in Tamil
Nadu and emphasised the need to
make preparatory arrangements to
face any kind of disaster.
Addressing the participants, ATI
Faculty R Dharmaraju said that
Dakshina Kannada is the 11th
district in the State where the
workshop is organised.
Accordingly, the places which are
prone to disaster in every district
will be identified and uploaded in
the server and transferred to the
website.
GPS and SMS will play a major role
in the automated disaster
management plan, he said.
