KUALA LUMPUR: The Civil Defence Act 1951 amendment to restructure the organisation and functions of the Malaysian Civil Defence department in line with current developments would be discussed with Prime Minister Datuk Seri Najib Razak. Home Minister Datuk Seri Dr Ahmad Zahid Hamidi said certain sections in the Act did not clearly define the management structure and responsibilities of the department with regards to disasters or emergencies. "The Act is too general. With the amendment it is hoped that the department's delivery system would be improved, particularly in disaster and emergency management," he told reporters after a working visit to the department at Jalan Semarak, here, today. Ahmad Zahid said the department would enhance its efficiency in disaster and emergency management by increasing its ambulances to 90, half of which would be allocated this year while the other 45 units, next year. Meanwhile, the minister said installation of CCTVs in police lockups and setting up of centralised lockups were among proposals submitted to the home ministry to enhance police detention procedures. He said the move was to clear the negative image that the public had of the police. "The CCTV would record the going-on in the lockup, and should an injury or death occur, the recording could be used as evidence. "We are also proposing to not place accused persons at police stations and will request to the government for more centralised lockups such as that in Jinjang so that police will not be continuously condemned for mishaps in lock ups during interrogation," he said. Ahmad Zahid urged the public to place their confidence in the ministry with regards to the ongoing investigation into the death of a detainee, N. Ireland :: Clare Civil Defence conducts annual training exercise


Jul. 12, 2013 - CONNOLLY, Ireland -- The annual exercise was held at the Civil Defence Headquarters in Ennis and also featured competitions for the 70 participating Civil Defence members who were divided into teams. Among the skills put to the test were First-Aid, Rope/Heights Rescue, Auxiliary Fire Service, Radio Communications, Boat Handling, Land and Water Search, and Radiation Monitoring. During the course of the day, members responded to a simulated road traffic collision between a car and a motor bike during which their fire fighting and first aid skills were tested. A separate exercise saw Civil Defence personnel plan out a water search and rescue operation. The Pump Drill competition was won by a team comprising Greg Dormer (leader) Michelle Dixon, Jeffrey Loughnane, Sean McNamara and Brian Kearney. The All Services exercise was won by Michelle Power (leader), Liz Purcell, Patrick McMahon, Ruth Kennedy, Nicole Gleeson, Debbie Houlihan, Vanessa O’Loughlin, Gemma Cooper, Damian Walsh and Niall Guinnane. The drill was followed by the annual Clare Civil Defence Presentation Dinner which was attended by Joe Arkins, Mayor of Clare; Chief Supt John Kerin, Clare Garda Division; Adrian Kelly, Chief Fire Officer; Kevin Houston, Technical Officer, Department of Defence, various Clare County Council officials, and Civil Defence members. Speaking at the event, Mayor Arkins paid tribute to Civil Defence members who he said “give freely of their time and expertise to provide an invaluable and important public service.” He added: “Your participation in this exercise enhances your collective ability to respond more efficiently to incidents when they occur. Constant upskilling and training are key to most lines of work, but it is especially important in the case of Civil Defence personnel, and all emergency services and response teams.” Clare Civil Defence Officer, Liam Griffin explained that Clare Civil Defence also trains for and participates in National Exercises. “These Exercises provide opportunities for large scale exercising of the members, helps to broaden their skills and provides a forum to inject external influence and expertise into the organisation and provide objective assessment of performance. After the prayers, devout Muslims could eat pizzas, burgers, or even pancakes! Ten mosques in the city – the capital of Uttar Pradesh with a substantial Muslim population 0 under the Hussainabad Trust, finding that city palates have changed and that fewer people now stay for their food at the mosque after the evening namaaz, and that large quantities of food go waste, are set to serve food that is more in tune with modern and younger tastes — pizzas, burgers, French fries, pancakes and even chowmien — to “rozedaars”, or people observing the fast. A worried management has decided to “shape up the menu in such a way that fasting devotees stay back and relish the food when they break their fast in the evenings,” said an official, explaining that the Roza Aftaar, the meal that marks the breaking of the fast, had a new menu. The matter of dwindling rozedaars staying back to break their fast at the mosques was brought to the notice of the management and the city administration by the general secretary of the erstwhile royal family of Avadh, Shikoh Azad. Following this, the secretary of the Hussainabad Trust and the additional district magistrate (West) Hari Pratap Shahi, formed a “nigrani committee” which deliberated and decided on the menu for the Roza Aftari. This committee also included people from the civil defence. A budget of Rs.10 lakh has been sanctioned for the new-look Roza Aftaar this year, which is Rs.4 lakh above last year’s budget, Azad said. Traditionally the “dastarkhwaan” (meal) of the Roza Aftaar includes biryaani, shaami kabab, bun and butter, aloo patties, aloo kachalu, bananas and dates. Other than the pizza and burgers, the menu this time in these ten mosques would also included pancakes, spring rolls and boiled eggs. Azad said that 600 poor people would be fed roti and ‘daal saalan’ each day in the holy month. “The idea of the changed menu is not only to do away with wastage of food, but also offer the best to the people who are fasting in the name of Allah,” a management committee office bearer said. Orders have been placed with prominent local eateries to supply in bulk pizzas and pancakes, while local ‘khaansaama’s (chefs) have been recruited for cooking the other delicacies. The Muslim population in Lucknow is around 25 percent of the total 4.8 million people in the city. Lucknow was established as capital city by the Shia nawabs of Awadh in the 18th century. A press note received here stated that addressing the officers, he expressed his happiness at the fact that the Government and the Department got to meet on a one to one basis. He asked the Officers not to hesitate in bringing forth the problems of the departments to his office while also seeking their cooperation for over all smooth functioning of the department. PUNE: Civil defence force to organize disaster management training for youth


PUNE: The civil defence force (CDF) will soon conduct a training programme in the city for a group of young volunteers who will help the PimpriChinchwad municipal corporation (PCMC) in works related to disaster management. The programme will be organized post-monsoon. Officials of the civil defence force will visit various schools and colleges and train the youth. The PCMC has planned to provide the space for the training sessions. Tanaji Shinde, additional commissioner of the PCMC, said, "Youths are of immense help in rendering help to the people affected by disasters. So There is a need to impart proper training to the youth who are interested in helping the needy when a disaster strikes. The corporation will take the help of the civil defence force to prepare a group of trained volunteers to help us in such a situation. The civic body will provide necessary equipments to the group for rendering help to the needy during disasters." Before the training programme starts, a team of eight personnel from the civil defence force will extend their help to the civic body in their disaster management work from July. The team will be led by the divisional officer of CDF Suresh Lugade. Omprakash Bahiwal, chief of disaster management cell in the PCMC, said, "The team will handle the wireless control room at the main PCMC administrative building. They will take the calls received by the wireless department and the flood control cells.'' Bahiwal added that routine calls for fire and flood will be directed to the civic fire department. "If major mishaps or disasters like floods covering a large area or a building collapses, then this team will seek help of the other CDF members from the district for relief work," he said. Civil Defence T20 Cricket tournament


Srinagar, July 7th:Kashmir University XI beat Kashmir Harvard in T-20 Cricket tournament organised by Civil Defence at University grounds Hazratbal, today. Batting first Kashmir Harvard scored 121 runs. Kashmir University team finished the match in the 18th over. Usman from Kashmir University scored 34 runs and took 2 wickets. He was adjudged man of the match. The tournament has been facilitated by Addl. DG Police, Civil Defence, Ms. D.R. Doley Barman. State to get its own disaster management force......

BANGALORE 29th June 2013 Even as the Himalayan state of Uttarakhand is struggling to deal with a disaster that claimed hundreds of lives, Karnataka is putting in place a mechanism to help in handling natural and man-made disasters. It is in the process of acquiring satellite phones and forming a special force along the lines of the one in Gujarat and the National Disaster Response Force (NDRF). Gujarat’s state disaster management authority has been in place from 2001, with personnel recruited specifically to deal with natural calamities. Karnataka’s special force will have personnel drawn from the State Reserve Police (KSRP), State Industrial Security Force and Fire and Emergency Services. They will operate as a quick response team in times of emergencies. A government order on raising the State Disaster Response Force (SDRF) was issued on June 14, two days before the landslides and floods hit Uttarakhand. “We have started the process of raising four companies of the SDRF, which will be deployed in Bangalore, Mangalore, Belgaum and Gulbarga,” Om Prakash, DGP, Fire Services, Home Guards and Civil Defence, told Express. Each company will have 127 personnel, including a medical officer. “They will be trained and equipped in search and rescue missions, flood situations, fire emergencies and other eventualities,” said Om Prakash, who will also head the new force. While it will take three years to raise all four companies, the State Disaster Management Centre (SDMC), with the help of other departments, including Fire and Emergency Services, is taking several short-term measures. The number of people deployed at the Emergency Operation Centre at the SDMC headquarters has been increased from two to six in the last few days and the process of formation of District Disaster Management Centres (DDMC) is being expedited. “Currently, 18 districts have these centres at the Deputy Commissioner’s office. Soon, all districts will have such centres that will coordinate with the SDMC in case of emergencies,” a senior official told Express. “In the next 15 days, satellite phones will be provided to all the centres and State Disaster Management Centre to ensure fail-safe connectivity during emergencies,” the officer said. Schools eager to prepare students for disasters - The Times of India on Mobile

NAGPUR: Uttarakhand tragedy has
shown how helpless humans
against nature's fury. However,
proper training in survival skills
go a long way in saving lives
during either natural or man-made
disasters and many schools in
Nagpur are putting that on their
priority list. Deaven Dasture,
director of Royal Gondwana Public
School said, "We will be
approaching the city-based
National Civil Defence College
(NCDC) to help impart training to
our students. Disasters can strike
anywhere and anyone, hence, it is
important that students are trained
to be prepared for such
calamities."
The NCDC is an unique initiative of
the central government, where
trained disaster management
experts train various organizations
and local governments to prepare a
civil defence force to help during
calamities. A part of the ministry
of home affairs, NCDC has started a
pilot project on the lines of
National Cadet Corps (NCC). TOI
had reported about this project in
August last year in which schools
will be given training to create the
Civil Defence Cadet Corps (CDCC).
Earlier, speaking to TOI, the
college's director GS Saini had said,
"The government has agreed to
run the pilot project in about 100
schools across the country. In
CDCC the training imparted will
focus on handling emergencies that
one is likely to face in daily life."
Saini believes that CDCC will find
many takers as the traditional
option of NCC offers a limited
scope.
"A large number of schools across
the country have not subscribed to
NCC because of its focus on
defence service related activities.
In order to induce these schools to
contribute towards nation building
an alternative activity for disaster
management needs to be offered
and starting CDCC will provide the
impetus," he said.
CDCC aims to increase the
preparedness levels for safety in
schools and enhance it through
skill development. Training will be
provided not only for disaster
prevention and mitigation but also
to mobilize trained manpower for
district administration during
actual events. While fire emergency
is the area where more schools
focus on, CDCC will take this a step
further. Students will be trained to
help out citizens at large in case of
disasters like flooding, earthquake
or even a gas leak.
Rachna Singh, principal of St.
Ursula Girls' High School said, "Our
school is registered with NCDC and
we take training from them as well
as have disaster management
sessions conducted by the fire
safety department."
Jaspal Singh, principal of Guru
Nanak High School said, "This kind
of training is very important we
too get in touch with NCDC. For
kids it is most important that they
learn the basics of survival like
how to evacuate buildings in case
of fire, how to maintain discipline
when leaving a disaster zone etc."

Civil defence specialist visits CTI Toluvi : Nagaland Post

Specialist (Civil Defence) working
under National Disaster Management
Authority, New Delhi visited Central
Training Institute, Toluvi on June 28.
Senior Staff Officer, Civil Defence &
Home Guards, Kohima, M. Pienyu in a
press release stated that
Col. J. R. Kaushik inspected the
ongoing training activities at CTI and
facilities available there.
He expressed satisfaction with the
activities carried out at CTI.
State officials from the Civil Defence &
Home Guards briefed the specialist
on the activities and trainings
conducted at CTI.
Col. Kaushik also apprised on the
problems and inconveniences faced
by CTI in terms of revamping of civil
defence, training and recruitment
facilities, disaster management
related and most importantly fund
constraints from the centre.
In response, Col. Kaushik assured to
take up the matter with the centre. M.
Pienyu in a release stated CTI Toluvi
provides technical support to
Nagaland State Disaster Management
Authority in conducting trainings for
local populace on how to respond to
disasters.
“Community being the first
responders in any disaster before
external help arrives, it is imperative
that communities are trained on first
responder methods and techniques in
order to reduce loss of life and
property. CTI will continue to render
its sincere services to the
